Community First
We put people and communities at the center of our work. Our programs are designed based on real needs, local priorities, and community participation.
National Organization of Initiative & Action (NOIA) is a non-governmental, non-profit, and community-focused organization working to support vulnerable people and strengthen communities across Afghanistan.
NOIA was established with a clear commitment to serve people through practical programs, meaningful partnerships, and sustainable development initiatives. The organization works to respond to the real needs of communities by focusing on health, education, agriculture, social protection, humanitarian assistance, governance, women empowerment, youth development, and capacity building.
Our work is guided by the belief that every community has the potential to grow when people are supported, included, and given access to the right opportunities. NOIA works closely with local communities, government departments, development partners, donors, volunteers, and civil society actors to design and implement programs that create real and lasting change.
Community-focused work for stronger, healthier, educated, and resilient communities across Afghanistan.
NOIA believes that lasting change begins when communities are heard, supported, and empowered to take part in shaping their own future.
NOIA is a team of committed professionals, field workers, volunteers, and community supporters who believe in action, service, and positive change. Our organization brings together people with different skills and experiences to support communities in practical and respectful ways.
We understand that communities face different challenges, including limited access to health services, lack of educational opportunities, economic difficulties, social vulnerability, emergency needs, and weak access to basic services. NOIA works to address these challenges through community-based programs designed around local needs and local realities.
Our approach is simple: we listen, we understand, we work together, and we act.
Supporting better access to health awareness, training, outreach, and basic services. Supporting learning, training, skills development, and capacity building. Responding to urgent community needs and supporting affected families. Working with people and communities in practical and respectful ways.
NOIA works to create long-term positive change through inclusive, practical, and sustainable approaches.
NOIA envisions a peaceful, healthy, educated, and empowered society where all people have access to basic services, equal opportunities, and the support they need to build a better future.
We aim to contribute to strong, resilient, and self-reliant communities where people can live with dignity, participate in decision-making, and benefit from sustainable development.
NOIA’s mission is to improve the lives of vulnerable communities by delivering effective and practical programs in health, education, agriculture, social protection, governance, humanitarian response, women empowerment, youth development, and capacity building.
We work closely with communities, partners, and local institutions to provide support where it is needed most and to create long-term positive change through inclusive and sustainable approaches.
These values guide how NOIA serves communities, manages resources, works with partners, and creates lasting impact.
We put people and communities at the center of our work. Our programs are designed based on real needs, local priorities, and community participation.
We believe in honest work, responsible use of resources, clear reporting, and accountability to communities, partners, and stakeholders.
NOIA respects the dignity, culture, and rights of all people. We work to include women, youth, children, persons with disabilities, vulnerable families, and marginalized groups in our programs.
We are committed to delivering quality services through skilled teams, proper planning, responsible implementation, and continuous improvement.
Our programs aim to create lasting impact by strengthening local capacities, promoting self-reliance, and supporting long-term community development.
We believe that strong partnerships create stronger results. NOIA works with communities, government institutions, donors, NGOs, and development partners to achieve shared goals.
NOIA works across multiple sectors to respond to real community needs and promote sustainable development.
NOIA supports communities through health awareness, basic health education, training programs, maternal and child health initiatives, and community outreach activities. We aim to improve health knowledge, strengthen local health capacities, and support vulnerable families with better access to health-related information and services.
Education is one of the main foundations of development. NOIA supports learning opportunities, training programs, vocational skills, capacity building, and community education initiatives. Our goal is to help individuals gain knowledge and skills that can improve their future.
NOIA works to support women through training, awareness, skills development, livelihood opportunities, and social inclusion programs. We believe that empowering women strengthens families, communities, and society as a whole.
Young people are an important force for positive change. NOIA supports youth through education, leadership development, skills training, awareness programs, and opportunities for active participation in community development.
NOIA supports agriculture, livestock, and livelihood-related activities to help families improve income, food security, and self-reliance. Our work focuses on practical support that strengthens household resilience and community stability.
During emergencies and difficult times, NOIA works to support affected families with timely and practical assistance. Our humanitarian work focuses on vulnerable communities, emergency needs, protection, and basic support.
NOIA promotes community participation, good governance, accountability, awareness, and respect for human rights. We work to strengthen local understanding, encourage inclusive decision-making, and support communities in raising their voices.
NOIA supports vulnerable groups through protection-focused and community-based initiatives. This includes support for families facing poverty, displacement, disability, social exclusion, or limited access to basic services.
NOIA follows a community-based and people-centered approach. Before implementing any activity, we try to understand the situation, listen to the community, identify real needs, and plan practical solutions.
Our approach includes:
We believe that real development happens when communities are part of the process, not only recipients of support.

Through its programs and activities, NOIA continues to reach communities and support people in different parts of Afghanistan. Our impact is reflected in the families supported, communities engaged, trainings delivered, partnerships built, and lives improved through our work.
Every project, training, awareness session, and community activity is part of our larger mission: to create positive change through initiative and action.
NOIA believes that lasting change is possible when communities, institutions, donors, and development partners work together. We welcome partnerships that support community development, humanitarian response, health, education, women empowerment, youth development, and sustainable livelihoods.
